To my knowledge, there isn't a way to generate multiple PDFs from a single action line within a RRD. You would need to create a separate action for each client based on that report.
Before you go through the trouble of doing all that work in Logicity, however... add maybe two or three action lines for that report, then try opening the RRD in Notepad. I think you'll find copy/paste/editing could save you a lot of time. Just be sure, before putting that RRD into production, you open it in Logicity and review it. That will ensure you didn't make any major errors.
