It's likely that this is an error related to the database or the database driver. I get a similar error with our Progress database due to a syntax error in the driver where it reads a table link with an "=" connection as a "=>" link and so won't connect correctly.
We fixed this with a registry fix for Crystal Reports, so it works through CR, but that hasn't affected the registry entries for Logicity so we cannot run it through the viewer or solution builder.
As so often with these things, not a solution, but potentially a place to start looking.
